Founded in 2016, ROCOCS is a society of Ophthalmic Clinical Officers and Cataract Surgeons in Rwanda.
Ophthalmic Clinical Officers play a crucial role in the prevention of avoidable blindness and other eye diseases and it is one of the paramedical professions registered and recognized by the Rwanda Allied Health Professionals Council (RAHPC).
The terms of reference for OCO upon completion and subsequent employment are to: diagnose and initiate appropriate management for all common eye problems, including refractive errors; recognize and refer to ophthalmologists, for conditions that require more specialized and sophisticated care. They do also manage eye clinics by keeping records and supervise primary eye care personnel.
Furthermore, they perform refraction and prescribe spectacles to patients including people with disabilities, perform basic clinical low vision assessment and prescribe necessary interventions, ensure preventive maintenance and assured the working condition of all types of instruments and equipment used in eye care. They offer patient counselling ensuring inclusion and accessibility to eye care to all patients including people with disabilities. OCOs are one of the pillars of Rwanda's eye care scheme and are considered heads of departments at the district level.
